Explanation of above estimates (including long-range effect):


The total estimated cost to the State for the proposed legislation under the Public School Support Plan (PSSP) is $20,097,461. This total is comprised of the following: Step 1 - Allowance for Professional Educators: $14,823,153 Step 3 - Allowance for Fixed Charges: $1,276,272 Step 6a - Allowance for Current Expense: $1,482,318 Step 6b - Allowance for Professional Substitutes: $370,577 Step 9 - Local Share: ($78,332) Retirement: $2,223,473 Total: $20,097,461 The change in local share is due to an adjustment to the local share cap for Doddridge County Board of Education. The local share amount is currently capped because the county's available local share exceeds the county's total basic program allowance. Because the county's total basic program allowance is increasing due to the classroom teacher pay increase, the county's local share amount increases a like amount for the county to remain at zero state aid funding being received for the 2017-18 school year. In addition to the cost to the State, county boards of education will also have a local cost to cover the salary supplement for classroom teachers for positions over formula or for those funded from other sources such as state or federal grants. Also, because Step 5 (Allowance for Professional Student Support Personnel) is fixed at the FY13 level and no additional state aid funds will be received under PSSP, county boards of education will have to fund the salary increase for all counselors. Counselors are considered classroom teachers eligible for the salary supplement.
