This bill should have no impact on costs or revenues. It is simply to allow the continuation of contracts awarded during a state of emergency to continue beyond the end of the state of emergency as long as the contract directly relates to the declaration.
For example during the 2016 floods, a contract was awarded to demolish homes destroyed as a result of the disaster. Due to the magnitude of the event, the demolition could not be completed within the original contract terms. The State of Emergency only went for a limited time, but the recovery is still ongoing over 18 months later.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.
Since these are disaster related contracts we don't anticipate any impact to the General Revenue or Special Revenue budgets.
Memorandum
Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form.
The purpose of the bill is to allow for contacts or MOU's entered into during an emergency to be renewed and continued while still responding to that emergency. Since we try to end the State of Emergency as soon as possible it is essential that response and recovery be able to continue uninterrupted. In addition, we procure supplies, equipment and other material from the Federal Agencies that support the response. We need to be able to acquire those without going through a bid process for these intergovernmental procurements.
