Effect this measure will have on costs and revenues of state government.
This legislation would exempt the disposal of special natural resources police officers service weapons from being processed by the West Virginia State Agency for Surplus Property (WVSASP) under the authority of the Purchasing Division. Because WVSASP does not have the ability to screen potential buyers of weapons, the current practice is to require the agency to trade the weapon in and use the proceeds for the purchase of a new weapon.
Therefore, WVSASP would not oppose this legislation, which is similar to the practice for the disposal of State Police weapons.

Explanation of above estimates (including long-range effect):
Since the end result is the same of obtaining fair market price for the weapon and the proceeds being used toward the cost of the new weapon, there would be no cost increase or savings.
Memorandum
The West Virginia State Agency for Surplus Property, Purchasing Division would not oppose this legislation. However, to clarify the disposal of weapons obtained through the Federal Surplus Property Program through the U.S. General Services Administration, the following language would be recommended.
“Notwithstanding the foregoing, this provision does not apply to weapons obtained through the federal donation program operated by the West Virginia State Agency for Surplus Property.”
