Effect this measure will have on costs and revenues of state government.
The bill as written requires a database that is not presently available in the courts of our state. A database to hold and distribute information regarding criminal cases from all courts of our state (supreme court to municipal courts) would be a substantial undertaking with substantial costs.
The most fiscally conservative method of providing the required database would be a statewide electronic court management, filing, and reporting system. Such implementation would likely take the form of an off-the-shelf system with reporting and third-party access built in. In consultation with the National Center for State Courts, we have estimate that such a system would cost approximately $10 million in the first instance for purchase and implementation, with an attendant ongoing maintenance and licensing cost of approximately $750,000 per year.
