Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to transfer the Safety and Treatment Program, which treats and educates people whose licenses were revoked for alcohol- or drug-related concerns, from the Department of Health and Human Resources to the Division of Motor Vehicles; and to amend references thereto in the code.
The Department estimates that there would be an offset of expenditures from DHHR to DMV of approximately $352,159 (based on FY2017 actual expenditures). Additionally, the yearly revenues would decrease by $604,594 (based on FY2017 actual revenues).
Special revenue balance would be transferred to DMV (Current balance is $526,447).

Explanation of above estimates (including long-range effect):
The Estimated Total Costs and Estimated Total Revenues are based on 2017 State Fiscal Year actuals. The actual revenue numbers for the most recent three years are SFY 2015: $724,036.75, SFY 2016: $725,913.50 and SFY 2017 $604,594.15. The actual expenditure numbers for the most recent three years are SFY 2015: $316,385.48, SFY 2016: $313,593.67 and SFY 2017 $352,158.41. The majority of expenditures for the program are payments made to the program service providers for indigent individuals which were SFY 2015: $194,150, SFY 2016: $240,900 and SFY 2017 $246.450.
The funding from the DUI Safety and Treatment fund supports two FTE staff. Those positions would need transferred with the funding or those positions would need eliminated from the Department.
