Effect this measure will have on costs and revenues of state government.
This legislation was created to address items that were identified after extensive review and communication with various executive branch agencies to increase the speed, efficiency, and effectiveness of the procurement process overseen by the Purchasing Division. The legislation would also clarify existing procedures in some areas and make the overall process more user-friendly.
It is anticipated that this bill will align the procurement requirements with what agencies currently desire to do and thereby reduce the amount of time that agencies are required to spend on procurement activity. However, the exact amount of time saved is very difficult to estimate at this time.
For example, this bill modifies evaluation methods for sole source and request for proposal procurements to more closely match typical agency evaluation desires. Cross comparison of vendor proposals would be one example.
Similarly, this legislation would allow agencies to standardize on certain commodities and obtain open-ended maintenance contracts for such work as HVAC and Elevator repair. These solutions are currently unavailable to agencies under Purchasing Division’s authority but are greatly desired by state agencies.

Actual savings is unknown; however, by establishing more efficient and user-friendly procurement processes, savings may include, but are not limited to, reduced staff time in procurement activity.
