Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The purpose of proposed Senate Bill 325 is to create the County Home Rule Pilot Program which would be overseen by the currently existing Municipal Home Rule Board. In order to participate in the Program, a county would need to have a population of at least 90,000 in the most recent Census. A total of not more than four such qualifying counties submitting a written plan for selection into the Program would be selected by the Municipal Home Rule Board on or after July 1, 2018 for participation in the County Home Rule Pilot Program.

Explanation of above estimates (including long-range effect):
The proposed legislation appears to provide qualifying and selected county governments with many of the options currently open to municipalities participating in the Municipal Home Rule Program. While enactment of the proposed legislation may have potential impacts on fee revenues of participating counties, as well as, expenditures of such counties in the implementation of any proposed programs or services, it is not possible to evaluate those impacts until written plans as contemplated and required by the proposed legislation are submitted to the Municipal Home Rule Board.

There are no obvious negative impacts that we are able to identify assuming enactment of the proposed legislation.
