Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to clarify that ground emergency medical transportation services providers are eligible for reimbursement from Medicare.
As written, this legislation would have no fiscal impact to the Department, due to flaws in the bill. §9-5-26 references Medicare and Medicaid reimbursement. Medicare is a federal program for which the state has no authority or plan, unlike the Medicaid program which is administered by states. Although Medicare rates are considered for the calculation of the upper payment limit, the state has no authority over Medicare reimbursement or beneficiaries.

Memorandum
The certified match method indicated in §9-5-26 (b) (1)-(3) only applies to governmental entities. §9-5-26 (g) (4) (A)-(C) would not be eligible for reimbursement as described as they are not governmental entities. For these entities to participate, there would need to be an identified non-federal match that flows through the state system (for example a provider tax or increase in general revenue appropriation).
