The Purchasing Division does not believe that this bill would have a significant impact on the costs and revenues of state government.
This bill does, however, conflict with SB 283 (and the “same as” bill, HB4261, introduced in the House of Delegates). Additionally, there is another bill, HB4229, which was also introduced this session addressing debarment.
The Purchasing Division would prefer that SB 283 language be utilized to address the debarment issues that this bill is intended to cover.

This bill conflicts with a portion of SB 283. The Purchasing Division believes that SB 283 addresses the issues this bill is intended to cover in a more understandable way. A “same as” bill for SB283 was introduced in the House as HB4261.
