Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. HB 4599 purports to permit Sunday bottle sales of liquor from licensed retail liquor outlets for off-premises consumption beginning at 1 pm. Further, after speaking with industry members, many felt Sunday sales were merely offset sales from other days during the rest of the week. Currently most people would plan their purchases around Sunday. This would add some flexibility for people's purchasing decisions but not more than that.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. No estimate of the revenue impact since it is possible with the same population base and merely adding Sunday sales HB would merely provide flexibility to purchase but such Sunday Sales would be trade-off sales.
