INCREASES IN PERSONAL SERVICES FOR HIRING OF APPELLATE COURT JUDGES AND STAFF. SET-UP COSTS (FURNITURE,TECHNOLOGY, SECRUITY EQUIPMENT) ARE INCLUDED AS ASSETS COSTS IN FIRST YEAR. CURRENT EXPENSES INCLUDES ON-GOING COSTS OF RUNNING APPELLATE COURTS.
