Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to require all first time driver licensees to view a video on the dangers of secondhand smoke in enclosed places such as a motor vehicle. The Division estimates that it will cost a total of $66,020 to produce and distribute a video on the dangers of secondhand smoke in an enclosed space such as a motor vehicle. This includes video production costs of $60,00, $4,500 to add the video to the Division’s automated testing machines, and programming costs of $1,520 (8 hours at $190 per hour). All of these costs will be incurred during the fiscal year after passage.
