Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to create a hunting permit to which eliminates the Hunter Education Requirement for visually impaired hunters; setting forth the permit’s requirements; requiring that the permittee, and their assistant, also hold the underlying hunting licenses or otherwise be exempt. We anticipate that the initial costs will be $5,530 but may be recouped over two years if ½ of these individuals were not buying hunting licenses previously. WE DO NOT BELIEVE THAT THIS BILL IS NECESSARY BECAUSE VISUALLY IMPAIRED HUNTERS CURRENTLY COMPLETE THE HUNTER EDUCATION REQUIREMENT AND BECOME LICENSED THROUGH THE ESTABLISHED SYSTEM.

Explanation of above estimates (including long-range effect):


Initial costs will approximately $5,530 based on developing the form, processing the applicants, producing the cards and modifying the Electronic Licensing System. For this note we have assumed that 1% of legally blind West Virginians between 16-64, 375 individuals, would take advantage of this new permit. Form creation= 6 hours X $30/hour = $180 Application processing 50 hours X $16/hour = $800 Electronic License System modification 10 hours X $150/hour =$1500 Plastic cards 375 X $6/each =$2,250 The increased revenue is based off of ½ of these 375 individuals being individuals who did not purchase hunting licenses previously. 188 X $19.00 = $1,900 Upon implementation we estimate an additional 10 to 20 applicants a year plus replacement of lost cards.



Memorandum


The Code Reference in line 31, §20-2-3a, is incorrect and should instead be §20-2-30.
