Explanation of above estimates (including long-range effect):
House Bill 2625 would require the State to appropriate an additional $5.3 million of Lottery receipts to increase provider meal rate reimbursements.
Ths estimate is based on the number of meals served in 2018.

Memorandum
This legislation would provide an increase in the per meal reimbursement rate to the Senior Nutrition Programs, both Home Delivered and Congregate Senior Center Meals that County Aging Providers receive funding for from the Bureau. This rate increase would enable providers to meet operational costs where in the past few years these programs were operating in a deficit and having to expend resources from other provider programs.
Reimbursement rates have been unchanged in over ten (10) years. This rate adjustment would be an ongoing cost.
Setting rates for reimbursement of services provided in law would not be the most efficient process.
This rate is for the total cost of meals (labor, food, delivery, serving, reporting costs, operating costs). Only revenues for this program is confidential donations by the Seniors for the meals. This donation must be used for additional meal services.
