Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. This piece of legislation establishes procedures for the preservation of biological evidence and would require every West Virginia law enforcement agency to have adequate storage and proper conditions to store evidence in perpetuity. For the West Virginia State Police to be in compliance, this would require the rental of humidity and temperature controlled storage units for each detachment across the state. The estimated fiscal impact of this piece of legislation is $100,000 per year.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. The estimated cost to rent temperature and humidity controlled storage units is $100,000 per year.

Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form. All areas of the state may not have these storage facilities available in which case the State Police would be required to purchase storage pods at an approximate cost of $1,200 each and install appropriate temperature and humidity controls at an unknown cost. This piece of legislation would affect every law enforcement agency in the state similarly at unknown costs.
