Effect this measure will have on costs and revenues of state government.
Senate Bill 631, if enacted, would create a rebuttable presumption of injury arising out of and in the course of employment for firefighters diagnosed with bladder cancer, mesothelioma and testicular cancer.
It is likely that the provisions of SB631 would increase workers compensation insurance premiums for employers who employ firefighters. However, the Offices of the Insurance Commissioner is unable to quantify the extent of the potential cost increases to employers of that classification of workers.

Memorandum
Senate Bill 631, if enacted, would expand the diseases designated to create a rebuttable presumption of injury arising out of and in the course of employment for firefighters to include bladder cancer, mesothelioma, and testicular cancer.
The OIC is unable to estimate the potential increased costs to employers of firefighters at this time due to lack of data regarding the incidence of those diseases in that classification of workers.
