Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. It will reduce state costs by eliminating the Board of Coal Mine Health and Safety’s yearly appropriation in the amount of $355,599.00. It will increase the expenses incurred by the Office of Miners’ Health, Safety and Training as shown on the next chart.

Explanation of above estimates (including long-range effect):


Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. The Board of Coal Mine Health and Safety’s personal services will decrease to $0.00. The Office of Miners’ Health, Safety and Training (OMHST) projects a need to add one additional employee at a cost of $52,135.00. OMHST estimates that conducting the Board’s duties will increase its current expenses by approximately $5,000.00. OMHST anticipates no additional repairs and alterations as a result of this bill. If the bill passes, the Director will receive the Board’s equipment. OMHST does not know what that equipment is or whether it will be sufficient. OMHST projects other costs in the amount of $20,000.00 for expenses unforeseen at this time.
