Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. SB153 does not change the amount of funds transferred from the Excess Lottery to the Infrastructure Fund. It changes the way the funds are allocated. It allows the West Virginia Infrastructure Jobs and Development Council to 1. increase the amount of grant funds from 20 to 25% 2. convert loan funds to grant funds when needed, meeting certain criteria 3. to increase the funding assistance program from $100,000 to $500,000
