Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. SB690 requires Division of Highways (DOH)to be responsible for mapping and signage of the overland trail system. This would include inventory and preparing digital road map and maps to be computerized and searchable for routes on roads, including state forests, state parks, national forests and national parks. SB690 would have an instant fiscal impact on DOH. The Division of Motor Vehicles (DMV) who collects registration fees are deposited in State Road Fund. It is unconstitutional for DMV fees be taken away from State Road Fund.

Explanation of above estimates (including long-range effect):


Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. This Fiscal Note pertains to DOH fiscal impact. The introduced Senate Bill 690, if passed, would have an immediate fiscal impact on the Division of Highways (DOH). The impact increases the fiscal liability of the DOH from amending and reenacting §17-2A-11 and adding of §17-2A-11a. The other changes would have a future impact on the DOH's finances but the cost would be covered by the new Overland Recreation Fund proposed by the Bill, therefore having no near future fiscal influence on DOH’s existing budget. The three tasks required by the bill are: • Task 1: producing multiple computerized and searchable maps based on the master road and highway map, including a digital road map • Task 2: collecting painted and unpainted roadway data and displaying on the digital road map • Task 3: inventorying and mapping all roads in state forests, state parks, national forests, and national parks before the deadline: July 1, 2021 Assuming: • The inflation rate is 5% per year; • Personal service cost increases 5% per year; • It takes 2 years to accomplish the three tasks. • Assets (for example, mapping hardware and software, computers, and upgraded CORS network) procured for Task 1 would be used for Task 2 and Task 3. The estimated numbers for fiscal impact of the three new jobs are broken down by year in the fiscal note detail.

DMV was not included in FN costs. The amount of the registration and other fees for Street-Legal special purpose vehicles is unknown for ATV, UTV, mini-trucks, Mahindra-style utility terrain vehicles, pneumatic tired military vehicles and full-size special purpose-built vehicles, including those built by the original equipment manufacturer and those that have been modified fees to collect.
