Senate Bill 225 authorizes municipalities to enact "Adopt-A-Street" programs. The bill does not address if the funding or manpower used in the current state "Adopt-A-Highway" program is to participate in a municipality based program. Assuming the current program does not provide supplies, manpower, or administration in the various municipal programs the bill will have no effect on state costs or revenues.

These estimates assume no costs, supplies or manpower provided by WV Division of Highways (DOH).

It appears that the intent of Senate Bill 225 is to allow a municipal based "Adopt-A-Street" program to be a municipality funded program. It would be helpful if the bill as amended to clarify that neither Division of Environmental Protection (DEP)nor DOH will provide equipment, supplies or funding for the municipal program.
