Memorandum


It is unclear if the intent of this proposed legislation is to include private, parochial, or denominational schools in the requirement to provide free feminine hygiene products to female students in grades 6-12. If that is the intent, the proposed legislation does not accomplish that goal since the buildings in which such schools operate are generally not owned or leased by the West Virginia Department of Education or a local county board of education.
