Initial costs to the state will be incurred to purchase equipment and supplies for use by the state's 55 county clerks' offices. Recurring costs will be incurred either by the state or counties, but the bill does not consider whether those costs are to be borne by the state or county.

Explanation of above estimates (including long-range effect):
The major one-time costs include photo ID printers which cost approx. $3,100 per unit. The number of printers is based off of current voter registration totals, with the common denominator being Monongalia County which has 4 photo voter ID printers (approx. 1 printer per 17,900 registered voters).
Additional and ongoing costs depend on which public body is required to pay for supplies, equipment maintenance, etc. Supplies cost approx. $0.18 per card. Ink costs approx. $$0.47 per card.
Based on voter registration data, it is estimated that approx. 250 new registrations occur statewide daily. Approx. 3,000 cards will be issued monthly statewide for new registrations, for a total of $100,712.28 annually to cover card supplies and ink replacement. However, these totals do not reflect postage or mail supplies (envelopes, address labels, printed materials such as instructions, etc.); those costs would be borne by each county.
Memorandum
The current voter registration card process is paid for by each county individually. The secretary of state maintains the software used to create the voter registration cards, but the counties handling processing, printing and mailing of each card.
The one-time costs of the printers alone will cost approx. $313,100. Supplies needed on-hand at the time of implementation should be approx. 6,000 cards and ink (two-months worth of supplies), at a statewide cost of approx. $16,785.38.
The bill does not address whether currently registered voters must be provided with a photo voter ID. The total cost for a full statewide re-issuance is $1,109,480.65 (includes equipment purchases and new voter photo ID for all currently registered voters).
If re-issuance to currently registered voters is not required, it is estimated that approx. 3,000 voter photo IDs will be issued monthly, which will annually cost $100,712.28.
