Effect this measure will have on costs and revenues of state government.
The average female inmate population for the WVDCR in FY2019 was 1,548 (Including jails, prisons, and juvenile services). The WVDCR estimates that it would need to purchase about 2,000 cases of tampons per year to meet the requirements of the bill. Based on the cost of $40 per case, the total cost to the WVDCR would be approximately $80,000 per year.
