Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. House Bill 4051 proposes to allow the State Tourism Office and WV Division of Highways (DOH) to enter into agreements for staffing at Welcome Centers and Rest Areas. DOH and Tourism already have agreements for staffing and promoting in-state tourism at Welcome Centers. DOH could extend this to rest areas, however, existing facilities to house staffing at rest areas is very limited.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. Unknown costs at Rest Areas depending on Tourism personnel needs, i.e. table and chair or to a separate office room. Some Rest Areas have limited space with an foyer/hall only to enter into restrooms.

Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form It is unclear what the facility needs will be at existing rest areas for Tourism personnel. Rest areas are much smaller facilities and the costs to accommodate personnel is unknown. Welcome centers have agreements in place with Tourism and DOH.
