Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to create a regulatory framework for the operation of and use of peer-to-peer car sharing programs in the State of West Virginia. The Division will in-cure costs of approximately $4,000 for programming changes to the cash register. The bill establishes a tax of not less than $1 nor more than $1.50 for each day or part-day of the car sharing period. This tax is similar in nature to the Daily rental car passenger tax which the peer-to-peer car sharing program is exempt from. The Division estimates that activity within the peer-to-peer car sharing program will represent a reduction of activity in the daily rental car business. Therefore, revenue in the peer-to-peer car sharing program will offset the drop in revenue in the daily rental car business.

Memorandum


The current demand for technical expertise and support on the Division exceeds our current resource level. This bill will require additional technical expertise and support. Therefore, the Division needs to add an Information Systems Manager 1 position at an estimated annual cost of $79,500 (Salary and Benefits) and a Programmer Analyst 3 position at an estimated annual cost of $75,000 (Salary and Benefits).
