Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to provide for fair pay and maximized employment of disabled persons; create a state “Employment First” policy that encourages agencies to facilitate employment of disabled persons; establish a task force to initiate these policies; and provide for implementation of the policy. The bill also provides definitions for “competitive integrated employment” and “customized employment”.
This Department anticipates no fiscal impact for this legislation, as the program appears to align with the Bureau for Behavioral Health's customized employment programs. These programs work to place individuals in competitive integrated employment within the community, currently providing funding for six programs. This legislation targets the sheltered workshops that pay subminimum wage, therefore, it is not anticipated to impact the programs/services currently funded by the Department.

The bill references “the State Bureau for Behavioral Health and Health Facilities” in §18-10Q-3. The Bureau for Behavioral Health and Health Facilities is now the Bureau for Behavioral Health.
