Effect this measure will have on costs and revenues of state government.
There is no additional cost to the State for this proposed legislation since the state minimum salary tables funded under the Public School Support Plan (PSSP) are not being increased. Consequently, the total estimated cost would have to be borne by the county boards of education. The estimated total cost to the county boards of education for a proposed $2,000 pay increase for all teachers and service personnel is $86,938,622.

Explanation of above estimates (including long-range effect):
There is no estimated cost to the State for this proposed legislation. The estimated total cost to the county boards of education for a proposed $2,000 pay increase for all teachers and service personnel for the 2021-22 year is $86,938,622. This includes the estimated increases for professional educator salaries - $44,960,264, service personnel salaries - $27,068,774, student support personnel salaries - $2,750,440, fixed charges - $6,229,131, and retirement - $5,930,013. The estimates are based on fiscal year 2021 staffing levels. Please note that the estimated cost to the county boards of education does not include the additional cost for extended contract terms.
Memorandum
The language for this $2,000 pay raise has been placed under WV Code sections 18A-4-5a and 18A-4-5b, which are related to the county salary supplements for teachers and school service personnel. This would be an unfunded mandate that would require the county boards of education to be responsible for the salary increase. If the intent was for this to be a state funded pay increase that would flow through the State Minimum Salary Schedule, the provisions under WV Code 18A-4-2 and WVC 18A-4-8a would need modified to add the $2,000 increase.
