Effect this measure will have on costs and revenues of state government.
HB 2006, passed during the 2021 Regular Legislative Session, transferred administration and enforcement of the WV Contractor Licensing Act from the Division of Labor under W. Va. Code Chapter 21 to regulation under the provisions of professions and occupations in W. Va. Code Chapter 30 but required the Division of Labor to administer and enforce the Act on behalf of the Contractor Licensing Board until June 15, 2023.
The only changes HB 4590 makes is that it transfers the Contractor Licensing Act back to W. Va. Code Chapter 21 and requires the Division of Labor to administer and enforce the Act on behalf of the Contractor Licensing Board for 24 months after enactment. Therefore, HB 4590 would not have a fiscal impact because it makes no substantive changes to the current law.
