Effect this measure will have on costs and revenues of state government.


Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. HB4098 creates the WV Geothermal Energy Program. The DEP will be responsible for establishing a unit within the agency for developing a geothermal permitting system with civil penalties, establishing biennial temperature levels, and promulgating rules necessary to carry out provisions of the bill. There is currently no source of funding to implement and carry out the requirements of this bill, therefore DEP would need to rely on its current funding sources. Due to the current number (1) of geothermal facilities, it is believed permitting can be carried out within the established permitting system. Therefore a new permitting system for geothermal permitting is not currently feasible at this time.

Explanation of above estimates (including long-range effect):


Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. Upon implementation in 2022, it is estimated that 1/12 of the annual salary of a current permit writer ($55,814), plus 32% benefits would be required (55814 * 1.32)/12 = 6139.54 (rounded up to 6140). Personnel costs are expected to remain the same for 2023, at the current level of geothermal participation. If participation were to increase significantly, a full-time permit writer would be required to administer the program. No additional revenue is expected for this program.
