This section of W. Va. Code authorizes the Commissioner of the West Virginia Division of Highways (DOH) to issue permits for vehicle loads that are larger than the prescribed limit. This includes vehicle weights, sizes, etc. This authority is essential to the economic movement of goods and services throughout the State. Many loads are oversized or non-divisible and the movement of these requires special analysis. This is performed in the permitting process. If this was eliminated, these loads may move illegally creating significant risk and economic hardship. For instance, in Calendar Year 2022, the DOH issued approximately 106,000 permits generating $6,500,000 in revenue. More importantly the loads were moved in a safe efficient manner due to the permitting process.
This permitting process also allows industry to have a known process they can follow in planning moves throughout the country.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. The $6,500,000 was the revenue generated by the permit fee in Calendar Year 2022. There would be undefined damage cost to the road system, including DOH bridges, if the 106,000 trips represented by these permits accrued without the review process. Additionally, the State would be placed in a significantly deteriorated economic competitive disadvantage since most of the permittee load movements could not legally occur.
