Explanation of above estimates (including long-range effect):
The agency estimates the cost of a program manager and specialist and data entry personnel for 3 months in designing the online database, forms, reports and queries that would be needed to facilitate online reapplication. Then modifying and transferring the existing database into a compatible format. The 5000 in expenses would be the result of adding another program onto our existing ESRI account. This 5000 would be continuing annually for as long as our current contract remains in place.
Memorandum
The Division previously had plans to develop an online application this spring but given that the Legislative Audit recommended that the Legislature consider removing the annual reapplication requirement and extending or removing it altogether, those plans were delayed and were going to be revisited after the session so that no effort was wasted in developing something that would be changed by legislative policy.
