Effect this measure will have on costs and revenues of state government.
If we give a cost of living stipend of $10,000 to the Correctional Officer positions within the facilities that have a 40% or greater vacancy rate, it would have the following impact to the 940 filled and vacant positions currently with a total increase to current budget of $9,400,000.
Current vacant and filled FTE for Correctional Officer General Fund: 563
Increase to General Revenue budget for $10,000 @563 FTE: $5,630,000
Current filled and vacant FTE for Correctional Officer positons Special Fund: 377
Increase to Special Revenue budget for $10,000 @377 FTE: $3,770,000

Explanation of above estimates (including long-range effect):
One time stipend for cost of living increase for FY24 included in other and not in salary per HB2895. No benefits or retirement increase included.
The above amounts are only the impact on the General Revenue budget.
In addition, the summary shows the impact on both General and Special Revenue budget.
Memorandum

Increase to General Revenue budget for $10,000 @563 FTE: $5,630,000
Current filled and vacant FTE for Correctional Officer positons Special Fund: 377
Increase to Special Revenue budget for $10,000 @377 FTE: $3,770,000 (The addition to the expense for the stipend would create an increase to the per diem as calculated by the State Budget office)
