Effect this measure will have on costs and revenues of state government.
The West Virginia Division of Natural Resources, Parks and Recreation Section currently manages a robust volunteer program which specifically includes a component for opportunities related to trail maintenance. HB3102 would expand the existing park volunteer program. The trail volunteer program in the West Virginia State Park System is currently coordinated, administered, and managed at the field level by Park Superintendents, who are responsible for trail system maintenance and upkeep.

Explanation of above estimates (including long-range effect):
There will be no initial cost to implement HB3102, as the Division already operates a similar program. If upon implementation of the program, the Adopt-A-Trail program sees significant increase in participation, the Division anticipates increases in personnel, equipment, and supply expenses at an estimate of
$56,960.
