Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
In 2016, The West Virginia Division of Natural Resources, Parks and Recreation Section received a grant from the US Department of Energy, State Energy Program to install Level 2 EVSE at its State Park Lodges. This resulted in the installation of eleven charging stations. Additionally, Tesla provided at no charge, 24 charging stations, resulting in West Virginia State Parks being one of the first state park systems in the nation to provide EVSE at its lodging facilities. EVSE are located in lodge parking lots at: Blackwater Falls, Pipestem, Twin Falls, Cacapon, Canaan Tygart Lake, Chief Logan, and Hawks Nest. This allows visitors, who own electric cars, the ability to reserve overnight rooms and cabins at West Virginia’s state park lodges, shop, golf, and dine without the worry of seeking alternate solutions for recharging their vehicles.
All thirty-five of these existing and operable EVSE would need to be replaced with units that have RFID capabilities, or accept methods of payment including major credit cards, Apple Pay, and Google Wallet.

Explanation of above estimates (including long-range effect):
The cost of replacing the thirty-five existing EVSE was calculated at $2,000 per unit, labor estimated at four hours installation per unit at an average rate of $25 per hour.
Although EVSE use has not been tracked by State Parks, the volume of observed regular usage has been minimal.
Electric vehicles require approximately eight hours on a level 2 charger to obtain a full charge, thus typically requiring an overnight stay or a day visit of several hours.
