Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. Proposed HB3080 amends and creates a new subsection requiring Automatic Electronic Defibrillators (AED), First Aid Kits, and Sharps Containers in all Welcome Centers and Rest Areas where public restrooms are available. This proposal will increase expenses and require training requirements to manage our facilities. It will provide services that require special monitoring. The West Virginia Division of Highways (DOH) will be required to contract for Sharps Container's and their proper disposal.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. The costs will provide the training ($25,000), equipment and contract services ($45,000) for our current Welcome Centers and Rest Areas.
