The purpose of proposed HB3114 is to eliminate the payment of severance pay for WVDOT employees who violate the WV Department of Transportation's (DOT) Drug and Alcohol Testing Policy or refuse to take a drug screening within their six-month probationary period.

Passage of HB3114 can only decrease costs for state government. In FY23, there were two (2) employees dismissed for violation of the WVDOT’s Drug and Alcohol Testing Policy who received severance pay. Under current code (§29-6-10) both employees received the maximum payout of 88 hours (15-days).
