Memorandum


This bill would not have a fiscal impact on WVDA Animal Health Division as upland game bird (pheasant, chukar, quail, partridge, grouse, etc.) unless such birds were involved in a foreign animal disease outbreak response (such as Avian Influenza or Virulent Newcastle Disease). Importation, ownership, and sales of upland gamebirds in WV is regulated by WV DNR as can be related to DNR-approved release on public or private land for hunting or dog-training purposes. WVDA Animal Health would continue to cooperate with WV DNR for any potential arising reportable disease issues that could impact avian whether free-roaming in the wild, captive wildlife, backyard exhibition or pet poultry, zoos and exhibitions, raptor centers, or WV's commercial poultry industries. Unlicensed propagation of Japanese quail kept as "pets" and allowing undocumented intrastate sales and interstate traffic of exotic quail increases risk of high-index poultry diseases that threaten wild turkeys/grouse/quail, plus backyard poultry as well as WV's economically important commercial poultry industry. Registration, licensing, and permitting exotic animals provides benefit for outreach and education, emergency notifications, disease investigations, and mitigation response actions. There is also increased risk neighboring states could enact restrictions on movement to their states of unregulated exotic WV avians.
