There is not enough information to make an assumption of how much it may or may not cost the agency should this be enacted.
Memorandum
The agency already has mechanisms in place to request birth certificate & SS cards. We do not have the ability to obtain a drivers license prior to departure of a facility at present. Many things would factor into this as agreements with DMV ect. There is no obvious cost to the (DCR) agency with the information provided.
