Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to require doula services to be covered by Medicaid and PEIA. PEIA does not currently cover doula services. This increased cost will vary based on utilization. Current data indicates that 6% of maternity cases utilize a doula. PEIA assumes that with insurance coverage, the utilization will be higher. Assuming 20% of current maternity cases utilize doula services, the estimated increase in costs to PEIA is $311,000.
