Effect this measure will have on costs and revenues of state government.
This legislation, in its current form, designates November 7 as Victims of Communism Day to honor the estimated 100 million people who suffered under communist regimes, and it specifies that it must be observed in public schools and through public exercises. Beginning in the 2026–2027 school year, high school students in the required United States Government course must receive at least 45 minutes of instruction on this day covering key communist leaders, regimes, and the forms of oppression experienced by victims. The West Virginia Board of Education is required to adopt revised social studies standards incorporating these requirements by April 1, 2026. Revision of the social studies standards has a fiscal impact on the West Virginia Department of Education of approximately $5,250.

Explanation of above estimates (including long-range effect):
This legislation will require a revision of the high school social studies standards in Social Studies Standards Policy (2520.4) to incorporate content related to Victims of Communism Day, as the required instruction spans multiple courses rather than a single content area. The WVDE will need to convene teams of teachers to revise the policy and to develop resources to assist educators in teaching this topic. Revision of the social studies standards has a fiscal impact on the West Virginia Department of Education of approximately $5,250.
