Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to include postpartum depression, anxiety, psychosis, and obsessive-compulsive disorders in existing public health programs.
The Office of Maternal Child & Family Health (OMCFH) programs most affected include the Right From the Start Programs, Family Planning Programs, and Health Check programs. Activities in this bill align with current Bureau for Public Health (BPH) priorities and can be easily implemented using current funding streams with a small increase to support educational materials, outreach and training. Referrals will be made when appropriate through the current referral systems already in place, such as Find Help, 844-Help4WV, the federal Maternal Mental Health hotline and the 988 Suicide and Crisis Lifeline.
During calendar year 2024, the WV Family Planning Program (WVFPP), which is comprised now of 106 clinical services sites, provided services to more than 18,000 individuals with 24,000 encounters. The WVFPP requires annual provider education. Education is offered through WVFPP trainings and through national organizations, such as the Reproductive Health National Training Center (RHNTC). CY 2025 data will be available in March 2026 after the completion of the program's annual report (FPAR).
HealthCheck provides education to pediatricians and primary care providers based upon the American Academy of Pediatrics screening requirements. An update would need to be made to the current periodicity schedule and materials provided on anxiety, psychosis and obsessive-compulsive disorders.
Several initiatives in the state are focused on Maternal Mental Health. OMCFH collaborates with the Office of Behavioral Health on Maternal Mental Health Initiatives, including serving on the Maternal Mental Health Advisory Board. Other partnerships include the WV Perinatal Partnership through work on the Alliance for Innovation on Maternal Health (AIM) Maternal Mental Health AIM Bundles. These initiatives align with identifying assessment tools, provider education and increasing community awareness of perinatal mood disorders.

Explanation of above estimates (including long-range effect):
The anticipated current expense is $45,000 to include $37,500 for a subrecipient grant to support the development and implementation. 1) $22,600 for (4) regional provider trainings at $5,650 per training (inclusive of venue cost - $2,500; subject matter expert speaker fees - $2,000; continuing education units (CEUs) - $400; advertising - $333; and travel - $417), and 2) $14,900 for (2) train the trainer workshop for community health workers (CHWs) at $7,450 per workshop (inclusive of venue cost - $2,500; workshop materials - $1,800; subject matter expert speaker fees - $2,000; continuing education units (CEUs) - $400; advertising - $333; and travel - $417). Additionally, the Office of Maternal, Child and Family Health (OMCFH) would request funds in the amount of $7,500 to support printing of educational materials for dissemination by existing pubic health programs ($5,000, $0.15/brochure is current cost for printing through WV Correctional Industries and travel of OMCFH staff to support regional and/or train the trainer workshops, $2,500 for travel 2,676 miles at $0.71/mile ($1,900) and lodging 5 nights at $120/night ($600)).
Regional training would consist of standardized content to be made available to health care professionals at a local level to 1) support the use of assessment tools and effective care planning/management and 2) support uniform and consistent guidance in nonclinical terms to patients. Train the trainer workshops will focus on selective training of key personnel within existing public health outreach programs to support staff and futureproof training with staff turnover. Public awareness and/or educational outreach materials will be for prenatal/postpartum clients to be disseminated through existing public health programs and/or relevant community partners to assist in the saturation of content, including an educational flyer on recognizing perinatal mood disorders in an already established OMCFH mailing that goes out weekly to all women that have given birth in that week.
