Effect this measure will have on costs and revenues of state government.
The bill permissively authorizes certain community health centers that are designated as political subdivisions to offer performance-based bonuses and recruitment/retention incentives, subject to defined governance, funding-source, and cap limitations. Because the bill does not require any municipal action and conditions any such incentives on the use of non-state appropriated funds, the Municipal League does not anticipate a direct, statewide fiscal impact to municipalities. Any fiscal effects, if any, would be entity-specific and would depend on whether a qualifying community health center elects to implement incentive policies and on the availability of non-state funding streams.
