This legislation would most likely lead to an increase in the total incarceration cost per conviction. Although the agency cannot quantify the fiscal impact of this proposed legislation, as interpreted, the sentencing recommendations referred to in the DRAFT bill will be made by the sentencing Judge. The agency has no way to predict those variances. If, as interpreted by the bill, the recommendations made by the sentencing judge were to lead to an increase in time served before the eligibility of parole, this would then increase the total cost of the incarceration at the rate of $132.74 per day in a prison facility.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs.
