This proposed legislation establishes an Essential Personnel Bridge Grant Program within the West Virginia Department of Education (WVDE). The WVDE is unable to provide a cost estimate for the proposed legislation due to the absence of essential data. Specifically, the WVDE does not have sufficient information to determine the positions that will qualify for this funding, the number of county applications that will be received for this funding, or how much funding will be appropriated by the Legislature.

Explanation of above estimates (including long-range effect):
The WVDE does not currently possess the necessary data to accurately determine the fiscal impact of this legislation.
Personnel funding under the PSSP is calculated in the aggregate and does not identify or track specific positions that may place a county board in excess of formula-funded staffing levels. As a result, WVDE cannot determine which positions would qualify for assistance under the proposed program.
Additionally, WVDE has no means to estimate the number of county applications that may be submitted, the number or type of personnel positions for which reimbursement may be requested, or the duration of such awards.
Finally, grant awards under this section are subject to legislative appropriation, and the bill does not specify an appropriation amount, reimbursement percentage, or overall funding cap. Accordingly, the total cost to the State cannot be determined at this time.
