Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to create the Rural Mobile Health Services Program Act. The purpose of this article is to create a Rural Mobile Health Services Program within the Department of Health (DOH), for the purpose of expanding access to essential health services in rural and underserved areas of the state, and permitting the DOH to award grants; set eligible services and expenditures; create grant preferences; and create a new fund. The Department estimates the fiscal impact of this legislation to be $101,415. The grant amount would be dependent on funding made available by the legislature or funding the Department is able to obtain through other sources, therefore the toal impact of this legislation is not known at this time.

Explanation of above estimates (including long-range effect):


Funding for one (1) FTE - Program Manager 1 (Coordinator of Rural Mobile Health Services Program). Current market rate for a PM I is $75,122 plus fringes of $26,293 at 35% for a total of $101,415.



Memorandum


Assumptions: The proposed legislation establishes a new fund for the grant awards and the new personnel would establish guidelines and administer the program. Until the grant award program is designed, a projection of needed resources is not feasible. The purpose of this article is to create a Rural Mobile Health Services Program within the Department of Health (DOH), for the purpose of expanding access to essential health services in rural and underserved areas of the state, and permitting the DOH to award grants; set eligible services and expenditures; create grant preferences; and create a new fund.
