Effect this measure will have on costs and revenues of state government.


The Division would be required to respond to any request by a county commission and approve or deny the commission’s request for road repair or maintenance. Furthermore, the Division would be required to publicize and hold a public hearing in the county where the request exceeds $100,000. The Division would be required to submit an annual report to the Joint Committee on Government and Finance regarding the status of the county commission petitions.

Explanation of above estimates (including long-range effect):


The Division would have costs associated with mailings and publications in the county/counties newspaper(s) where the county commission is seeking a road repair estimated to cost over $100,000. The number of petitions exceeding $100,000 is variable, but the Division would expect a range of 15-25 per year. Therefore, the Division estimates this would cost $10,000 to publicize approximately 20 petitions exceeding $100,000 per year with a Class II publication ranging from $250-$500. Furthermore, the Division estimates that it has approximately $15,000 to $20,000 in costs associated with holding a public hearing. Estimating 20 potential hearings per year, that is $400,000. Finally, the Division would have costs associated with completing and presenting the annual report at approximately 100 hours per year at $35 per hour.
