Effect this measure will have on costs and revenues of state government.
According to the 2023 WV State Parks Economic Impact study, approximately 42.32% of state park visitation is from citizens of West Virginia. Imposing a 25% reduction in fees for lodging and services used would have a negative impact on the revenues and self-sufficiency of the state parks.

Explanation of above estimates (including long-range effect):
This would result in a reduction in annual revenue of approximately -$4.176 million dollars annually, based upon calculating total FY revenues from FY2025 of $39.469 million, determining the share of spending by West Virginia citizens (42.32%) and calculating a 25% discount for that spending.
West Virginia State Parks already offers various offers and promotional discounts throughout the year, including discounts for lodging, cabins, and camping. Year-round discounts for seniors and veterans are in place as well.
Memorandum
The term "services" is vague that for this purpose it has been construed to mean all other fee-based activities and services including: restaurants, lounges, golf courses, winter sports such as sledding and cross-country skiing, conference services and meeting room rentals, banquet services, shelter and picnic site rentals, entertainment and weekend packages, retail, as well all other recreational activities whereupon a fee for a service or activity is imposed.
