Effect this measure will have on costs and revenues of state government.
This proposed legislation raises salaries for school service personnel. In its current form, this legislation has an estimated cost to the West Virginia Department of Education (WVDE) under the Public School Support Plan (PSSP) is $82,357,475. Please note that the cost to the State would vary annually depending on the number of service personnel funded under the PSSP and the employees' degree level.

Explanation of above estimates (including long-range effect):
The total estimated cost to the State under the PSSP for the proposed legislation is $82,357,475. The proposed legislation would increase the minimum monthly pay for service personnel by $530 and with an additional increase of $20 per month per level of degree held.
The increase in the minimum monthly pay estimate is based on 12,973.43 service personnel calculated to be funded statewide for Fiscal Year 2027. The additional $20 per degree level is based on the following personnel information:
1,418 service personnel listed in the Certified List of Personnel who have obtained at least an associate degree.
34 service personnel listed in the Certified List of Personnel who have obtained at least a master’s degree.
7 service personnel listed in the Certified List of Personnel who have obtained at least a doctorate degree.
The increase in minimum pay would increase funding under Step 2 – Allowance for Service Personnel by $69,623,362, Step 3 – Allowance for Fixed Charges by $5,695,191, Step 6c – Allowance for Substitutes by $1,740,584, and Retirement by $5,298,338 for a total estimated cost to the State of $82,357,475.
Note that county boards of education will incur additional costs for personnel employed in excess of funded, personnel employed in positions not eligible for state aid funding, and personnel employed using other funding sources such as state or federal grants. Such county level costs are not included in the above estimates.
The West Virginia Consolidated Public Retirement Board (CPRB) should also be consulted to obtain the additional cost to the State due to the impact of the proposed salary increases on the unfunded retirement liability for the Teachers' Retirement System (TRS).
This cost estimate does not assume the passage of other legislation. If other changes are made to the PSSP, it could result in an increased cost for the pay increases.
Memorandum
The pay tables being struck in the proposed legislation are not the tables currently codified in WVC §18A-4-8a.
The pay tables included in the proposed legislation represent a $530 monthly increase from the accurate pay tables included in WVC §18A-4-8a. This fiscal note is priced using this $530 increase to the current pay tables.
If the goal of this legislation is for a $900 monthly pay raise to service personnel, then the pay tables included should be revised to reflect that. Otherwise, the language of the bill should be revised to state the calculated amount.
The proposed legislation would go into effect July 1, 2027, for the school year 2027-2028; however, the calculation for this fiscal note was based on school year 2026-2027 PSSP computations because staffing levels to compute the 2027-2028 computations are not available until December 2026.
