Effect this measure will have on costs and revenues of state government.
It is unclear what fiscal impact this bill will have, if any on the general revenues for the State. There is already a process under Code and the Legislative Rules that provides that the Secretary of State's Office may enter into settlement agreements with non-filers and non-filers may submit hardship requests to the State Election Commission for consideration. The fiscal impact will depend on the number of political committees in any given year that exist, do not file timely campaign finance reports, and do not take advantage of the grace period after receiving notice. The cost of mailing will likewise depend on this figure.
