Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to ensure that undocumented immigrants do not vote or operate a motor vehicle in the state.
There are approximately 45,000 people who would qualify as lawful noncitizens who have driver’s licenses and identification cards issued by the Division. As their licenses expire they would be issued the new license with a distinct color upon renewal. This means the Division’s revenue would remain unchanged.
Licenses and IDs issued to lawful noncitizens already expire before the date the person's status to legally reside in the United States expires.
In the year of implementation the expenses will include the design, setup, and integration of the Non Citizen Driver’s License and ID card into the current driver licensing system at $50,000, programing the cash register to accept the payments $17,500(140 hours X $125), card cost $2,609(850 cards X $3.07), employee training $5,000, and training materials $1,000.
The ongoing expenses for this bill will consist of the card cost fee at $2,609(850 cards X $3.07).
